1. Start With Classification, Not a Pre-Made Label
“Jump starter” is a commercial name, not a transport classification. The shipper must describe what is actually in the package and how the lithium battery relates to the equipment. A standalone power bank, a battery packed with equipment and a battery contained in equipment are not automatically treated the same way.

2. UN 38.3: What the Buyer Must Match
UN Manual of Tests and Criteria subsection 38.3 contains design-type tests for lithium cells and batteries. The test summary is intended to make core traceability information available: the manufacturer, test laboratory, report number/date, battery description, model numbers, tests and results.
Compare the summary against the physical sample and purchase specification. Check chemistry, mass, watt-hours, dimensions or physical description, cell/battery manufacturer and every model number. If the battery pack or cells changed, do not assume an older report still covers the production unit.

- UN 38.3 test summary: a standardized, shareable summary for traceability and confirmation of the tested design.
- Detailed test report: the underlying laboratory record, often requested during supplier audits, classification review or by a carrier.
- Battery specification: confirms voltage, capacity, watt-hours, chemistry, charging limits and model identity; it does not replace testing.
3. Air Freight in 2026: Use the Current IATA DGR
IATA's 67th edition Dangerous Goods Regulations took effect on January 1, 2026. Air-shipping requirements depend on the UN entry, packing instruction, battery rating, quantity and whether batteries are alone, packed with equipment or contained in equipment. Airlines can apply operator variations beyond the baseline rules.
State-of-charge restrictions have become more prominent in air transport, including changes affecting some batteries packed with equipment. Do not apply one percentage to every jump starter. The shipper and accepting airline should confirm the current limit, packaging, marks, labels, documentation and aircraft restrictions for the exact consignment.
Air-booking questions
- Which UN entry and packing instruction apply? Get the classification in writing.
- What battery rating and quantity are in each package? Use watt-hours and net battery quantity, not marketing mAh alone.
- What state of charge is permitted? Confirm the current rule and operator variation.
- Which marks, labels and document format are required? Verify size, placement and shipper declaration requirements.
- Who is trained and signs the shipment? Dangerous-goods responsibilities cannot be delegated to an unqualified packing team.
4. Sea Freight: IMDG Still Requires a Controlled File
Sea freight is often selected for wholesale quantities, but it is not a document-free alternative. The current IMDG Code, competent-authority rules, port requirements and carrier policies determine classification, packing, marking, labelling, segregation and documentation.
Confirm the current IMDG amendment used by the shipping line and whether the container includes other dangerous goods. Protect terminals against short circuit, prevent unintended activation, secure the product against movement and ensure packages can withstand normal transport conditions.
5. The Shipping Document Pack

6. Market Certificates Are a Separate File
CE, RoHS, FCC, ISED or retailer safety certification can be important for placing a product on a target market, but they do not determine the dangerous-goods transport classification. Keep two controlled checklists:
- Transport file: battery design, UN 38.3, classification, packing, marks, labels, declarations and carrier acceptance.
- Market-access file: electrical/electromagnetic, radio, chemical, consumer-product, language and retailer requirements for the destination.
7. Buyer Workflow Before Paying the Balance
- Approve the golden sample and signed specification. Include the exact battery and cell identification.
- Reconcile documents. Match the UN 38.3 summary, report references and battery specification to the golden sample.
- Confirm classification and booking. Share the full configuration with the dangerous-goods forwarder before mass production finishes.
- Inspect production labels and cartons. Check battery ratings, model/lot traceability, marks, labels and prevention of accidental activation.
- Obtain carrier acceptance. Keep the accepted paperwork and shipment photos in the order record.
